Passport re-issue before a trip: which route fits your case

The service most people call passport renewal has another name on the Passport Seva portal: re-issue. You receive a new booklet in place of the old one, and in several situations a new passport number as well. If you are renewing your passport before a trip, first identify which re-issue reason is yours, because that decides what else you are asked for.

One service, several reasons

The Passport Seva FAQs on services available say you apply for re-issue when you want another passport in lieu of an existing one. The reasons listed are a change in personal particulars, validity that has expired or is due to expire, exhaustion of pages, a damaged passport and a lost passport. Find your case below.

The passport is close to expiry

An adult's ordinary passport is generally valid for 10 years from the date of issue, and you do not have to wait for the expiry date to apply. The FAQs advise applying for re-issue well before time, noting that most foreign missions insist on six months to one year of validity before they consider issuing a visa.

That is the passport authority's advice, not the rule of any one destination. The rule that applies to your trip is on the destination's own page, and it varies, as we show in how much passport validity you need.

It expired some time ago

You still apply for re-issue. If the old passport expired more than three years ago, fresh police verification is initiated. Allow for that when you plan.

The pages are full

Additional pages are not added to a booklet. You apply for re-issue with the reason "Exhaustion of Pages", and a new passport is issued with a new number and fresh validity. The FAQs describe an ordinary passport booklet as having 36 or 60 pages.

It is damaged

Passport Seva sorts damage into two classes. In the first, the passport number is readable, the name is legible and the photograph is intact. The second is damage beyond recognition. Either way you apply under re-issue. Duplicate passports are not issued, and the new passport may carry a different number with fresh validity.

It is lost or stolen

Report the loss immediately to the nearest police station and to the Passport Office, or to the Indian Mission if you are abroad. Then apply for re-issue. The FAQs on lost and damaged passports list the papers for one such case, a holder who lost the passport abroad and came back on an Emergency Certificate. They include proof of present address, proof of date of birth, an affidavit on how and where the passport was lost (Annexure F) and the police report in original. For your own case, take the list from the Documents Advisor on the portal.

If the loss happens abroad and you must return urgently, the FAQs say to contact the Indian Mission or Post. An Emergency Certificate is generally issued for the journey back.

Your name or another detail has changed

A change of name, address, appearance or spouse's name is also made through re-issue. If the change follows a wedding, see changing your name after marriage. If the change leaves your other papers out of step with the passport, read name mismatch across passport and visa documents before you apply for a visa.

How the application works

The form is filled in online on the Passport Seva portal, and the portal's Documents Advisor gives the list of papers for your case. The FAQs fix three things about the visit:

  • You attend in person. Every applicant, infants included, must be physically present at the Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK) to give biometrics and a photograph.
  • You may apply anywhere in India. You choose the Passport Office and the PSK or POPSK under it, whether or not your present address falls in its jurisdiction. Police verification is conducted at the address in the form, and the passport is dispatched to your present residential address.
  • You pay online. Online payment is mandatory for booking an appointment.

We quote no fee here. The portal carries a notice that application fees are revised with effect from 1 July 2026, and its Fee Calculator gives the current amount.

Police verification

Whether verification is needed, and when, is the Passport Office's call. The FAQs on police verification describe two modes: before the passport is issued and after it. They say that in most cases verification before issue would be required. For timelines the FAQs refer applicants to the citizen charter, so no figure is given here.

If the trip is close: Tatkaal

Tatkaal is the scheme for urgent cases. The FAQs on Tatkaal passports set out how it differs from the normal route:

  • You submit additional documents and pay an additional fee. Applicants over 18 submit any three documents from the List of Acceptable Documents, and applicants below 18 submit any two.
  • Police verification is done after the passport is issued.
  • Once the application reaches the final status "Granted", the FAQs say you can expect dispatch on the third working day, excluding the day of submission.

The conditions matter as much as the speed:

  • The final authority for issue under Tatkaal lies with the Passport Office, and some applicants cannot use the scheme at all. The portal's instruction booklet has the list.
  • A damaged passport qualifies only if it is not damaged beyond recognition.
  • If the required documents are missing or not in order, the application is kept on hold until you produce them.
  • Changing a normal application to Tatkaal is generally not allowed. The FAQs say you may visit the Passport Office concerned with proof of urgency.

The dispatch line is the portal's statement about what follows a grant. It is not a promise for your file, so do not fix a visa appointment on the strength of it.

What a new passport changes for your trip

Where a new number is issued, every form filled in with the old one is out of date. Visa forms, airline bookings and insurance all ask for the passport number, so correct each of them once the new booklet arrives.

A visa in the old passport is a separate matter. Whether it can still be used is decided by the country that issued it. Our article on passport validity gives one official example, and for any other country the issuing authority is the one to ask.

The order to work in

  1. Check the expiry date and the blank pages against your destination's own rule.
  2. Pick the re-issue reason that matches your case.
  3. Run the Documents Advisor and the Fee Calculator on the portal.
  4. Book the appointment and attend with your originals.
  5. Wait until the new passport is in your hand.
  6. Only then start the visa application, quoting the new booklet.

Children follow different rules on validity and consent, which are in passport for a child.

Passport applications are made directly to Passport Seva. For the visa that follows, GoVisaX can assist with reviewing the documents required for your application.
