ECR and ECNR on an Indian passport: what they mean

Turn to the last page of your Indian passport. If Emigration Check Required (ECR) status is printed there, you hold an ECR passport. If nothing of the kind is printed, your passport is ECNR, which the passport authority now calls Non-ECR. This article explains what ECR and ECNR status changes for a holiday, a business trip and a job abroad, using the government's own wording.

What do ECR and ECNR mean?

ECR stands for Emigration Check Required. ECNR stands for Emigration Check Not Required. The status is an Indian control on going abroad for work. It is not a visa rule of any other country.

The Passport Seva FAQs explain that the old practice of stamping ECR or ECNR has been discontinued. Only ECR status is now printed, on the last page. A passport with nothing printed there in this regard is a Non-ECR passport.

What does ECR status restrict?

Employment in a listed set of countries. Passport Seva states that ECR passport holders taking up employment in those countries require emigration clearance from the office of the Protector of Emigrants before leaving India. Without it, the FAQ says, they will be stopped from travelling at the port of exit.

Which countries are on the list?

The official pages do not give the same list, so we do not state a single count.

  • Passport Seva lists 18 countries: the United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, South Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.
  • The Ministry of External Affairs, in an overview of its overseas employment work in a file dated 21 April 2026, refers to 19 designated ECR countries. Its list has the same 18 and adds Iran. The same note says the issue of emigration clearance for Libya and Yemen is currently suspended.

Of the two, only the Ministry's note could be dated, and Iran is the difference between them. If a job offer is from any country on either list, confirm the current position before you make plans. The government's eMigrate portal and the Protector of Emigrants offices are the places to ask.

Can I go on holiday with an ECR passport?

Yes. The restriction is about employment. Passport Seva covers ECR passport holders travelling to a listed country for a purpose other than employment. They will be allowed to leave India on producing three things at the immigration counter: a valid passport, a valid visa and a return ticket.

For a country outside the list, the same FAQ answers that emigration clearance is not required. The Ministry's FAQ for intending emigrants makes the same point: ECR passport holders going to an ECR country for purposes other than employment do not require emigration clearance.

So for a tourist trip to Dubai, Bangkok or Kuala Lumpur on an ECR passport, carry the return ticket along with the passport and visa. We also suggest keeping your hotel details handy, in case you are asked about the purpose of the trip.

Does ECR status affect a visa application?

ECR is an Indian exit control. None of the official pages we read for this article links it to how a foreign authority assesses a visa application. Your visa is decided on the destination's own requirements, which you can read about in why visa applications get refused.

Where it matters is purpose. If you hold an ECR passport and a visa that permits employment in a listed country, expect to be asked for emigration clearance at departure.

Who gets Non-ECR status?

Passport Seva points applicants to the "Documents Advisor" on its home page for the complete list of Non-ECR categories and the proof each one needs. Three cases are spelled out in the FAQs themselves:

  • Education. You are entitled to Non-ECR status if you hold a qualification of matriculation or above from a recognised board or university.
  • Income tax payers. A salaried applicant can submit proof of assessment and actual payment of income tax for the last one year. The alternative is the last year's income tax return, with tax paid, and a copy of the Permanent Account Number (PAN) card. The FAQ notes that applicants submitting nil returns are not eligible on this ground.
  • Minors. A minor issued a passport valid for five years or until the age of 18 is automatically given Non-ECR status. Once the passport's validity runs past 18, proof for Non-ECR is required.

How do I get ECR removed?

You apply for a re-issue of the passport for deletion of ECR, with the supporting proof for your category. Passport Seva says this is done at a Passport Seva Kendra or Post Office Passport Seva Kendra of your choice. You submit the original passport with a self-attested photocopy and the documents the advisor lists.

If you passed Class 10 after your passport was issued, you may now qualify. Check the advisor before your next re-issue.

What if I am going abroad to work?

Then the clearance process applies to you, and it is separate from the visa. The Ministry's FAQ says registration is done on the eMigrate system, and that the same portal lets you check whether a recruiting agent is registered. That FAQ is an older page and still gives earlier counts of ECR countries, so take the current procedure and document list from eMigrate or a Protector of Emigrants office.

Emigration clearance for employment is outside what a visa facilitation service does. For holiday and business travel, GoVisaX offers document checklists, online payment and application tracking for a tourist visa or other visit visa. If this is your first trip, the first international trip checklist shows where the passport check fits, and our article on passport validity for travel covers the expiry date.
